THE SATRAPY “BEYOND THE RIVER; THE LEVANT UNDER PERSIAN ADMINISTRATION
The Aramaic equivalent of Akkadian eber nari became the official name of the Persian satrapy that encompassed the eastern Mediterranean littoral in the Persian period. There was a familiar tradition about times when kings in Jerusalem had dominated the province “Beyond the River.”
“And mighty kings have ruled over Jerusalem, governing all of Beyond the River, and tribute, custom and toll were being paid to them.” (Ezra 4:20; Deut 1:7)
